Yoshinogari Keitai-Guide
The Gishiwajinden, tells that at that time in the kingdoms of ancient Japan, there were people, apart from the king and queen, who played the role of government officials administering the kingdom. They were known as ministers and aides. It is thought that the Southern Inner Enclosure was the living area for the governing class who took on the role of administering the kingdom as ministers and aides in the areas of religious ritual, military affairs, external relations and legal affairs. It is thought that this pit dwelling was the home of one the governing class. The location is close to the watchtower and so it might have been that of a Yayoi period army general.
