Yoshinogari Keitai-Guide
It is thought that the Southern Inner Enclosure was the living area for the governing class who took on the role of chief and sub-chief for religious ritual, military affairs, external relations and justice for the country. The residence immediately to the south of the Assembly Hall, which is thought to be for political formalities, discussions and meetings of the governing class, might have been where the controller of legal affairs lived with his wife.
